IVCCD approves budget, facility repairs

MARSHALLTOWN – The Iowa Valley Community College District Board of Directors approved the 2019-2020 fiscal year budget and moved forward with several facility projects when it met this week in Marshalltown.
After a public hearing with no comments received, the Board approved the District’s 2019-2020 budget of $49.6 million. IVCCD’s tax rate for the coming year will be .88409 cents per $1,000 taxable valuation for homeowners, which is a decrease of nearly 11 cents from the previous year. That is the lowest tax levy rate put forth by IVCCD since prior to 2007.
If the General Obligation Revenue Bond issue of $32 million is approved by voters on April 2, the IVCCD tax rate would go up when the bonds are sold, but the rate would still be less than what property owners paid from 2008 through 2017.
Also related to finances, the Board held public hearings on window replacement and reroofing projects for Thompson Hall, a men’s dormitory building at Ellsworth Community College in Iowa Falls. The contract estimate for the window replacements is $179,071 for 115 aluminum windows; an alternate bid for fiberglass windows will be accepted. The contract estimate for the reroofing is $177,310. Architect Dave Schultz from TSP told the Board that Thompson Hall was constructed in 1972; the windows were replaced once before, but they are in need of repair and don’t meet current code requirements. The roofing and window replacements will be done concurrently during the months when students are not in residence, and should be completed by the start of fall term classes.
Building repairs at Reg Johnson Hall on the ECC campus were also advanced as the Board approved an HVAC equipment replacement and masonry/window repairs. The HVAC replacement includes 13 separate gas-fired units, and the masonry tuckpointing covers about 60 percent of the building’s exterior. Leaky windows on the north side of the building will also be replaced. A public hearing on the two projects will be held April 1 at 4 pm. Like the Thompson Hall project, work will be done during the summer months in time for the start of fall classes.
In other matters, the Board approved the following:
- An articulation agreement with Purdue University Global that will enable Marshalltown Community College and ECC students to transfer their MCC/ECC credits to complete an online or on-campus bachelor’s degree with Purdue University Global. It was noted that MCC/ECC graduates who complete their associate’s degree before transferring will receive a 20% tuition reduction from Purdue University Global.
- An Accelerated Career Education (ACE) program application to establish the ECC Nursing program as an ACE program, which makes it eligible for ACE funding. The Board also approved an ACE agreement with Hansen Family Hospital in Iowa Falls, whereby the hospital will provide a $10,430 in-kind contribution and $14,300 in program job credits from withholding for ECC nursing students.
- A new community relations policy related to receiving feedback, complaints and grievances from the public.
- A 2019-2020 Board calendar of meetings and annual events.
A closed session to discuss collective bargaining strategy was deleted from the March meeting agenda and deferred to the April meeting.
The next meeting of the IVCCD Board will be on Monday, April 1, at 4 pm in the District Administration building on the Iowa Valley/MCC campus in Marshalltown.
