IVCCD Board Report – June 2025

The Iowa Valley Community College District (IVCCD) Board of Directors convened on Wednesday, June 11, making several decisions impacting district operations, athletic programs, and leadership. Key approvals included the extension of the President’s employment agreement, a comprehensive athletic program assessment, and a new transportation contract.

The Board approved the employment agreement with President Dr. Anne Howsare Boyens for the 2025-2026 and 2026-2027 academic years. This two-year extension includes a 3.1% salary increase, consistent with the broader district-wide increase approved for faculty and staff for FY26.

In a move to strengthen athletic programs across the district, the Board approved a contract with 1&0 Athletic Consulting for $17,500. This agreement will facilitate an in-depth assessment of athletics at Ellsworth Community College (ECC) and Marshalltown Community College (MCC), examining programmatic, staffing, financial, and facilities support within the context of the district and the NJCAA league. The project, funded from the President’s budget, will involve on-campus interviews with administrators and athletes over four to six months, culminating in an audit report. This review will also encompass funding models, Title IX compliance, and staffing structures.

A long-standing partnership was renewed with the approval of the 2025-2026 lease agreement with the Iowa Falls Community School District for the use of athletic facilities. This agreement continues the use of the football field and support facilities at Cadet Field, football practice space at Rock Run Elementary School, and the baseball diamond for Ellsworth Community College athletics.

To address transportation needs for Ellsworth Community College athletic teams, the Board approved a three-year CIT Transportation proposal for charters, effective July 1, 2025, through June 30, 2028. This formalizes a previous arrangement for ECC, providing reliable transportation for larger athletic teams like football and for longer trips, particularly to Kansas and Nebraska, mitigating the district’s challenges in finding CDL drivers for internal transport. Marshalltown Community College will continue to arrange charters on a case-by-case basis.

The Board also took action on an upcoming facilities project, setting July 16, 2025, as the date for a public hearing on the Plans, Specifications, Form of Contract, and Estimated Cost for the IVCCD ECC Math and Science Roof Project.

Finally, the Board completed the legislative requirement to implement Board Policy 519, approving its second and final reading. This policy officially prohibits hazing within the district and was discussed during the May Board meeting in anticipation of the June 23 implementation deadline.
